BACKGROUND:

For over thirty years, Julie has practiced in the area of administrative law with a particular focus on the regulation of healthcare providers, health facilities and other licensed businesses and professionals that interact with government. Beginning as a prosecutor and then transitioning to private defense counsel, Julie has represented clients before nearly all of the healthcare regulatory boards under the purview of the Florida Department of Health, with particular emphasis on the Boards of Medicine, Dentistry, Pharmacy, Nursing, and Chiropractic Medicine. She has also represented various professionals before the Florida Department of Business and Professional Regulation including: architects, engineers, real estate brokers and contractors; as well as licensed mortgage brokers, insurance agents and cemetery operators under the authority of the Department of Financial Services and the Office of Financial Regulation.

As a former General Counsel to the Florida Agency for Health Care Administration, Julie also brings a wealth of knowledge and experience concerning the licensing and regulation of health facilities such as assisted living providers, nursing homes, hospitals, and home health providers. She regularly represents these facility clients with licensing issues as well as enforcement (survey) matters.

In addition to her experience with licensure and enforcement, Julie also represents individual and facility providers in reimbursement disputes with the Florida Medicaid program and the federal Medicare program. With the transition to managed care in the Medicaid program, Julie works with clients who seek to be credentialed by Medicaid HMOs.

Julie's practice is focused on Administrative Law and Proceedings. Her experience on behalf of clients includes all types of proceedings from investigation, through hearings before the Division of Administrative Hearings, as well as challenges to agency rules or procurement awards.

On the federal level, Julie has appeared before the Department of Health and Human Services and its various agencies, including the Centers for Medicare and Medicaid, the Food and Drug Administration, and the Office of Inspector General. Julie also represents physicians and other prescribers in disputes with the Drug Enforcement Administration.

Julie has been listed in the Best Lawyers in America, for Health Law, yearly since 2010. She was also recently included in the May 2016 Best Lawyers Business Edition, Special Edition: Women In the Law, in the area of Health Care.

In her free time, Julie likes to walk on as many trails as she can find, usually in the company of one her Weimaraners. She also enjoys traveling and spending time with her grown daughter, other family, and friends. A destination with a beach usually calls her name. Julie is an avid skeet shooter and was referred to by her Dad, throughout his life, as “Annie Oakley.”
